(1) Upon determining to revoke or suspend an insurer’s certificate of authority, the Commissioner shall give notice thereof to the insurer not less than ten days in advance of the effective date of revocation or suspension.
(2) Within such ten-day period the Commissioner shall likewise revoke or suspend as of the same effective date the licenses of all general agents and agents licensed to represent the insurer in Puerto Rico, and give notice thereof to such general agents and agents.
(3) After the effective date of revocation of an insurer’s certificate of authority the Commissioner shall publish in a newspaper of general circulation throughout Puerto Rico, once a week for four consecutive weeks, notice of such revocation in Spanish and English. The cost of such publication shall be borne by the insurer.
