In order to guarantee to the municipalities that they will receive the funds that are rightfully theirs, any withholdings on remittances made by the Center shall be limited to those items authorized by law or corresponding to statutory or fiduciary obligations. Withholdings on any other items shall require the endorsement of the mayors and the municipal legislatures.
