The delegation of transfers of the Puerto Rico Planning Board and the Permit Management Office regarding the planning and urban zoning shall be done in the measure, scope, reach and framework of the delegation authorized in §§ 4601 et seq. of this title and in accordance with the procedures and standards provided therein.
