The Department of Transportation and Public Works shall have the following powers, without it being understood as a limitation:
(a) To hold hearings, resolve disputes, summon witnesses, conduct on-site inspections, administer oaths and take statements, order the production of books, documents and any other additional evidence of any nature for a complete knowledge of the matter before its consideration.
(b) To issue orders, and adopt the regulations and procedures necessary to carry out the provisions of this chapter, and establish the applicable sanctions and administrative fines for violations thereof.
(c) To issue cease and desist orders for violations of § 4631e of this title.
