Section 19 of Article VI of the Constitution of the Commonwealth of Puerto Rico states that it shall be the public policy of the Commonwealth to conserve, develop, and use its natural resources in the most effective manner possible for the general welfare of the community. This principle is strictly related to the very survival of human beings. Such survival is guaranteed by the formation and maintenance of an environment where human beings can satisfy their needs. The duty of the state is to foster and carry out the necessary plans to uphold such guarantee through sustainable development that takes the environment, the economy, and social justice, among other issues, into consideration in order to equitably satisfy the present needs of human beings without compromising the ability to meet those of future generations. In order to encourage municipal governments to devote their efforts and resources to execute environmental plans and to foster the full implementation of sustainable development programs, the biannual designation of municipalities with green initiatives is hereby established.
