The Secretary of Agriculture is hereby empowered to use part of the funds herein provided to appoint, hire and pay the technical and consulting services that may be necessary to carry out and to enforce the provisions of this chapter, as well as to pay, with the approval of the Governor, the administrative expenses in [sic] which he may incur. He is, likewise, empowered to accept services, donations and funds from natural or artificial, governmental or private persons and to enter into agreements for the use of the properties or funds donated.
