§ 896b. Strategic plan

It is hereby provided that the Puerto Rico Industrial Development Company (PRIDCO), the Investment and Cooperative Development Fund (FIDECOOP, Spanish acronym), the Cooperatives Commissioner, the Cooperative Development Commission, and the mayors of the municipalities included in the provisions of this chapter, shall devise, within one (1) year as of the approval of this act, a strategic plan for the industrial and cooperative promotion of the Central Region in order to define the strengths, weaknesses, opportunities, and challenges faced by the municipalities of the region. Such Plan shall be submitted to the Governor of Puerto Rico and to the Legislative Assembly of Puerto Rico through the office of the Secretary and the Clerk, as applicable, for their information and appropriate action.

This Strategic Plan shall include, without being limited to, the following components:

(a) A macroeconomic evaluation of the entire region.

(b) An inventory of the industrial establishments and cooperatives operating in the region, segmented according to the industrial classification index and the number of jobs.

(c) An account of the effectiveness of the tax exemption decrees in effect and their expiration dates.

(d) An inventory of vacant industrial establishments in the region.

(e) An analysis of the infrastructure needs of the region.

(f) An account of the projects promoted by PRIDCO and FIDECOOP for the region.

(g) An analysis of the economic or other strengths, weaknesses, opportunities, and threats faced by the region.

Provided, That the Strategic Plan for the industrial and cooperative promotion of the central region to be devised by the bodies provided herein shall take into account municipal territorial plans.
