Within the administrative power of the municipalities, the mayors of neighboring municipalities are hereby empowered to establish consortia in order to pool their resources and establish a child day care center in a strategic location that is reasonably accessible for residents of those neighboring municipalities. The participating mayors may contribute whatever resources they have available to ensure the good operation of the day care program.
