The Chair of the Planning Board and the Secretary of the Department of Transportation and Public Works shall adopt regulations for their respective agencies needed to: carry out the procedures to request the intervention of the Office of the Director in the development of revitalization projects, at the request of the municipalities as well as private persons; establish the criteria for accepting the requests and methods to expedite the development of the projects; and all the responsibilities corresponding to them pursuant to this chapter. The regulations shall be subject to the provisions of §§ 2101 et seq. of Title 3, known as the “Uniform Administrative Procedures Act of Puerto Rico”.
The Secretary of the Treasury shall establish through regulations the requirements in the Department of the Treasury, after the certification, for deductions and credits provided in subsections (a), (b), (c), (e), (f), and (h) of § 1095g of this title and in subsection (a) of § 1095g-1 of this title. This power shall not apply to processes administered by the Office of the Director or the municipalities. Likewise, the necessary criteria to waive or eliminate the distance requirements established in § 9741 of Title 13 for the placement of business that serve alcoholic beverages in the urban centers shall be established through regulations.
