P.R. Laws tit. 21, § 1094g
For the effects of this chapter, the following terms shall have the meaning expressed hereinbelow:
(1) Municipality.— Any municipality that exists or that may be created in the future in the Commonwealth of Puerto Rico.
(2) Authorized representative of the Secretary of Health.— Shall include the Undersecretary, the Regional Directors attached to the office of the Undersecretary of Environmental Health, and the Inspectors and Officers of Environmental Health at the central, regional and local levels.
(3) Licensed veterinarian.— A professional who has been duly licensed to practice veterinary medicine in Puerto Rico, and who is also a member of the College of Veterinarians of Puerto Rico.
(4) Stray animal.— An animal that is not under the control of its owner, or does not have a known owner, and does not have adequate identification.
