The Secretary of Labor and Human Resources shall transfer periodically to the Secretary of the Treasury the amount of interest earned by said special savings account to be deposited in a special account under the custody of the latter and the funds of which shall be devoted solely and exclusively to the following purposes:
(a) To defray the expenses of publishing in the newspapers of greatest circulation, the names of those claimants who have not been located through other means and to pay for any such action directed to that end as the Secretary of Labor and Human Resources may consider adequate.
(b) To strengthen and to make more effective the activities of investigation of complaints, collection of claims and judicial actions instituted by the Secretary of Labor and Human Resources for the benefit of the workers.
