The Center shall have full practical and operational autonomy in matters pertaining to the design of courses, strategies and educational approach, organization of educational areas, the contracting of faculty and non-faculty personnel, the evaluation of the beneficiaries of its programs and the certification stating that a person has complied with the demands and requirements established by the Center and which serve the purposes of this chapter.
