§ 3731. Establishment

For safety purposes, the following codes are herein established:

(1) RED.— Code RED shall be immediately activated when there is an actual indication or suspicion of fire, smoke, or unusual heat on walls or doors when detected by an electronic fire alarm upon the activation of smoke detection systems, or any indication of fire as identified by the facility or institution.

(2) GRAY.— Code GRAY shall be immediately activated when there is an actual indication or suspicion of an attempt against the safety rules of the institution, whether armed or unarmed, a commotion, turmoil, riot, or any other breach of safety or disturbance of the peace as identified or established by the facility or institution.

(3) H2O.— Code H2O shall be immediately activated when there is an actual event indication or suspicion of flooding.

(4) BLUE.— Code BLUE shall be immediately activated when there is an actual indication or suspicion of a disaster inside or outside the institution taking into consideration the guidelines to manage state or federal internal and external disasters, the Hospital Emergency Incident Command System (HEICS), and the Occupational Safety and Health Administration (OSHA).

(5) GREEN.— Code GREEN shall be immediately activated upon determination of the institution to activate the Rapid Response Team, which is the medical personnel trained to reduce and prevent respiratory cardiac arrests. This is directed to assist patients with unstable and deteriorating vital signs. At the same time, it shall be immediately activated when there is an actual indication or suspicion of a heart attack or of cardiac or respiratory arrest, according to the established protocols.

(6) AMBER.— Code AMBER shall be immediately activated in the event of child abduction.

(7) YELLOW.— Code YELLOW shall be immediately activated in the event of a spill of hazardous substances in accordance with the guidelines established by the institution, local and federal laws, the Occupational Safety and Health Administration (OSHA), and other regulatory agencies.

(8) EVACUATION.— Code EVACUATION shall be immediately activated upon the determination of the institution to activate the evacuation process; once the code has been activated, the area to be evacuated shall be identified.

(9) BLACK.— Code BLACK shall be immediately activated when there is an actual indication or suspicion of a bomb, or when explosive materials, apparent explosive materials, or a suspicious package has been discovered in accordance with the plan established by the institution.

(10) WHITE.— Code WHITE shall be immediately activated when the emergency has concluded pursuant to the plan established by the institution.
