Any physician specialized in the practice of obtaining organs to be transplanted and who [has] their license to practice medicine and surgery in the United States up to date may recover cadaveric organs through surgical methods to be transplanted if:
(1) The organs have been recovered for a patient outside of Puerto Rico who is in, or referred by the United Network for Organ Sharing System, and
(2) the organs have been recovered through the sponsorship of an organization certified in Puerto Rico to recover organs.
