The Puerto Rico Medical Services Administration shall coordinate in conjunction with the Cerebrovascular Center of Puerto Rico and the Caribbean the design of the administrative structure and the implementation of the public policy for the organization, planning, operation, and administration of cardiovascular services through the Puerto Rico Medical Services Administration provided by the Center through the following mechanisms:
(a) The preparation of an annual operating budget proposal that shall include the appropriate income projection. The financial feasibility of the Center shall be self-sustaining at all times.
(b) The establishment of the necessary services, units, and departments, such as the Gamma Knife Unit, Endovascular Neurosurgery, Stroke Center, Interventional Radiology, and Peripheral Vascular Surgery, among others, for its effective, swift, efficient, and cost-effective operation.
(c) The establishment and implementation of the appropriate mechanisms to guarantee the quality of patient services and the prompt assessment and correction of any issues or deficiencies that may arise while rendering its services.
(d) The establishment of its own administrative structure and the rendering of its services in accordance with a multidisciplinary plan and team of physicians and other health professionals.
(e) The drafting, adoption, and amendment of the rules and regulations needed for its operation.
(f) The negotiation and execution of all kinds of contracts, documents, and other public instruments with persons, firms, corporations, government agencies, and other entities to achieve the purposes of this chapter, including the sale of services to private persons or entities, commercial insurance companies, labor unions, prepaid public and private health plans, and health plan associations for health services rendered.
(g) The appointment, hiring, and designation of medical personnel to provide direct treatment to patients in the facilities of the Center.
(h) The procurement of all the necessary materials, supplies, equipment, parts, and services and the disposal through sale, transfer, or conveyance to other entities; destruction; or any other means that the Center deems most convenient of said materials, supplies, equipment, and parts when the same fail to serve its purposes.
(i) The execution of agreements, leases, contracts, and other instruments as are necessary with the Department of Health, the Medical Sciences Campus of the University of Puerto Rico, and any other entity and instrumentality of the Government of Puerto Rico.
(j) The establishment of programs, studies, or services related and similar to the purposes and objectives of the Center of this chapter, in conjunction with other agencies, corporations, entities, or instrumentalities of the Government of Puerto Rico or the United States Government.
(k) The solicitation, receipt, and acceptance of federal, state, or any other kind of funds or donations, through the Puerto Rico Medical Services Administration, for its administration and operation, and to carry out the purposes set forth in this chapter.
(l) The execution or contracting of construction, improvement, extension, expansion, or repair works needed by the Center to comply with its objectives or purposes.
(m) The execution of any functions that may be necessary for its operation. None of the provisions of this chapter shall be construed to be a special consideration, privilege, benefit, or immunity for contractors or their agents at the Cerebrovascular Center of Puerto Rico and the Caribbean. However, the privileges, benefits, or immunities in effect as of the effective date of this act shall remain in effect.
