The funds needed to establish and operate the outpatient surgery rooms shall proceed from the budget appropriated to the Center for Diabetes Research, Education and Medical Services.
The Center for Diabetes Research, Education and Medical Services is hereby authorized to collect the funds needed so the Outpatient Surgery Center may be self-sufficient.
