(a) The Department of Health or the entity that it may designate, may require, twenty (20) days in advance, any medical facility and any health professional certified in Puerto Rico to supply the medical records of infants from Vieques diagnosed with congenital conditions or at risk of developing such conditions. They can also be required to supply the medical records of such children’s mothers.
(b) No medical facility, professional, manager, officer or employee of a medical facility shall not be criminally or civilly liable for disclosing the information required in this section.
(c) The immunity granted by subsection (b) shall not apply to those who act with gross negligence or in a malicious manner concerning the transmission of the information.
