§ 3124. Quorum

Four (4) members of the Board shall constitute quorum and the affirmative vote of at least four (4) of the members present shall be necessary for the Board to take any action, except to bring the session to a close. No absence or vacancy of the members of the Board shall hinder the latter, once there is quorum, from exercising all its rights and performing all its duties.
