None of the provisions of this chapter shall be construed to be excluding, curtailing, limiting, undermining, or otherwise impairing the rights of any natural or juridical person concerning the filing or claiming of any rights, remedies, causes of action, or proceedings as granted, recognized, or allowed under other laws or regulations, whether of a criminal, civil, or administrative nature, before the pertinent judicial or administrative forums.
