(a) A Health Institutions and Facilities Accreditation and Certification Advisory Board is hereby created, composed of nine (9) members to be appointed by the Secretary of Health as follows:
(1) One physician authorized to practice his profession in Puerto Rico, in consultation with representative organizations representing that profession, which are duly registered in the Department of State as nonprofit associations.
(2) One clinical pathologist authorized to practice his profession in Puerto Rico, in consultation with representative organizations representing that profession, which are duly registered in the Department of State as nonprofit associations.
(3) One dentist authorized to practice his profession, in consultation with the College of Nursing Professionals of Puerto Rico.
(4) One member of the nursing profession, in consultation with the College of Nursing Professionals of Puerto Rico.
(5) One pharmacist authorized to practice his profession, in consultation with the College of Pharmacists.
(6) One medical technologist authorized to practice his profession, in consultation with the College of Medical Technologists.
(7) One Health Service Administrator, in consultation with the Association of Hospital Administrators of Puerto Rico.
(8) One Civil Engineer, in consultation with the College of Engineers, Architects and Surveyors of Puerto Rico.
(9) One health service consumer.
(b) When the health facility to be accredited has radiology areas, a doctor of radiology shall be consulted for his viewpoint.
(c) Of the initial appointments, three (3) shall be for the term of one year, three (3) for the term of two (2) years, and the remaining three (3), as well as all subsequent appointments to this Board, shall be made for terms of three (3) years and until their successors qualify. Members of this Board may not be appointed for more than two (2) consecutive terms. Those Board members who do not receive remuneration from the Commonwealth shall be entitled to per diems of fifty dollars ($50) for each day of meeting, plus such other compensation as the Council may determine by regulations, when said members perform other functions inherent in their offices.
(d) This Board shall appoint a Chairman and a Secretary from among its members. The former shall conduct the meetings and shall be its spokesman. The latter shall keep the minutes of the meetings and all the records and documents of said Board. The Department shall provide any other personnel, facilities and materials that may be necessary for this Board to perform its functions. Five (5) members shall constitute quorum to hold the meetings of the Board in full, and their resolutions shall be adopted by a majority.
(e) Any vacancy occurring in this Board shall be filled by the Secretary for the unexpired term of the member who caused the vacancy, as provided in the original appointment.
(f) The Department shall provide the physical facilities for the establishment of an administrative office for the Board, as well as the equipment, materials and anything else that may be needed.
