The Council shall recommend the regulation it deems necessary in connection with the rendering of professional health services and the evaluation of such services, subject to the provisions stated hereinafter. The corresponding Examining Board shall be in charge of the public hearings for the regulations in connection with licenses, renewal of licenses, continuing education, and the certification of specialties. The Department of Health shall be in charge of the approval and application of all the standards, rules, and regulations regarding licenses, regulations, and the evaluation of these services. Provided, That every regulation that is adopted shall provide that the examinations offered by the Examining Boards to candidates aspiring to practice the diverse professions, be offered in Spanish or in English, at the request of the candidate.
