The Secretary is empowered to promulgate the rules and regulations he deems necessary to enforce the provisions of this chapter.
The regulations issued by the Secretary shall be approved after the holding of a public hearing, to take place ten (10) days after the publication of a digest of the proposed regulations in a newspaper of general circulation in Puerto Rico and they shall become effective within thirty (30) days following their filing in the Department of State, pursuant to the provisions of §§ 1—19 of Act June 30, 1957, No. 112.
The approval of amendments to the regulations shall follow the same procedure and rules established in this section for the approval of the original regulation.
In relation to regulations promulgated by the Secretary in emergency cases, the same shall take effect immediately and the term of publication in the newspapers shall not apply.
