The Secretary may, when deemed convenient, appoint committees to advise him with respect to preventing and controlling the abusive use of controlled substances. Members shall serve ad honorem, but may be reimbursed for traveling expenses, including per diem in accordance with the regulations of the Department of the Treasury to such purposes.
