Physicians in the legal exercise of their profession in Puerto Rico are obliged to certify deaths in the following order:
(1) The physician who attended the deceased in his last sickness.
(2) The corresponding physician of municipal-charities service, if there has not been an attending physician.
(3) In default of both, the medical-health officer of the municipality, if there is one.
When there has not been an attending physician, and the municipality is without the services of a charity physician, and there is no medical-health officer in the municipality, said certificate of death may be issued by any physician called for the purpose by any person in charge of reporting the death, in accordance with § 1101 of this title, or by the keeper of the register. In the latter case, the municipality shall be obliged to pay fees to the physician at the rate of two dollars for each certificate; Provided, That the provisions of this section shall likewise be applicable in the cases of stillborn children.
