Any person who violates any of the provisions of this chapter or the regulations promulgated hereunder shall be guilty of a misdemeanor and shall, upon conviction thereof, be punished by a fine of not less than twenty-five dollars ($25) nor more than one hundred dollars ($100) for the first violation; Provided, That recidivism shall entail a fine of not less than one hundred dollars ($100) nor more than five hundred dollars ($500), or imprisonment in jail for a term of three (3) months, or both penalties, in the discretion of the court.
