Every natural or [juridical] person who, after obtaining the corresponding license, introduces any kind of powdered milk, either whole or skim, into Puerto Rico, shall give notice to the Secretary of Health of the arrival of the shipment which is the object of the license. The Secretary of Health shall issue the proper orders and take the necessary measures, including the denaturation of the product, if necessary, so that said product cannot be used for purposes other than those mentioned in the declaration.
