These slaughterhouses shall be constructed in accordance with such regulations as the Secretary of Health of Puerto Rico may have promulgated or may promulgate in the future, and shall be provided with all the necessary implements and materials for the hygienic handling of meat and its by-products; provided, that the requirements to be thus prescribed shall be as simple as possible, and at the same time compatible with the due protection of public health.
