Every importer of secondhand goods to be used for sale to the public is hereby obliged to report each purchase or importation to the Secretary of Health, describing the articles and stating the amount acquired. This information must be in the hands of the Secretary of Health before the merchandise is removed from the docks or from the storehouses of the express companies or from the post offices.
As soon as possible after he has been informed in regard to importations of secondhand goods, the Secretary of Health shall order that said goods, in their original boxes, sacks, or packages, be fumigated. The merchandise so imported shall be fumigated under the supervision of the officials of the Department of Health. Every merchant, tradesman, wholesale or retail dealer who sells secondhand goods in Puerto Rico, whether or not imported shall notify the Secretary of Health before selling these articles and likewise he shall submit said articles to the fumigation process under the supervision of the officials of the Department of Health. Every merchant, tradesman, wholesale or retail dealer who sells secondhand, repossessed goods or which have not been previously fumigated, shall submit them to the fumigation process under the supervision of the officials of the Department of Health.
