P.R. Laws tit. 24, § 611
For purposes of this chapter, the following terms shall have the meaning stated hereinbelow:
(a) Diabetes Mellitus.— Comprises a heterogeneous group of conditions characterized by the assessment of sugar blood levels. There are four types: Insulin Dependent Diabetes Mellitus (Type I DM), Non-Insulin Dependent Diabetes Mellitus (Type II DM), Gestational Diabetes (GDM), and Secondary Diabetes Mellitus as the result of another condition.
(b) Diagnosis criteria.— Those established under the Diabetes Management and Control Guidelines drafted by the Department of Health of Puerto Rico, which shall have as basis the criteria established by the World Health Organization and the American Diabetes Association.
(c) Department.— The Department of Health of the Commonwealth of Puerto Rico.
(d) Assistant Secretary.— Assistant Secretary of Family Health, Integrated Services and Health Promotion.
(e) Secretary.— Secretary of the Department of Health.
(f) Registry of Persons suffering from Diabetes Mellitus created by virtue of this chapter.
