From the date of the approval of this act, §§ 443—444 of this title, all moneys received from pay-patients under treatment in the Alejandro Ruiz Soler Sanatorium, in accordance with the regulations of said Institution prepared by the Secretary of Health, shall be deposited in the Treasury of Puerto Rico in a special trust fund to be known as “Pay-Patients’ Fees, Alejandro Ruiz Soler Sanatorium, Trust Fund”. Seventy-five percent (75%) of these sums shall be devoted to the construction of houses for the sick, dining rooms, kitchens, mortuary, administration building, sidewalks, paving of streets, lights and water, and the other twenty-five percent (25%) shall be available for food for patients.
