The Secretary of Health is hereby empowered to impose administrative sanctions and fines on any natural or juridical person or health facility who is in violation of the provisions of this chapter or of the regulations issued thereunder or who refuses to comply with the obligations imposed by virtue of this chapter or its regulations.
