All evaluations as well as the reports that arise from the same shall be strictly confidential. For such reason, the consent of the father, mother or legal or de facto guardian of the student shall be necessary if said data is to be used for a purpose other than that set forth in this chapter. The Government of the Commonwealth of Puerto Rico, however, may use the results of said tests as a source of statistical data.
