P.R. Laws tit. 24, § 74u
Upon consultation with the municipal governments, the Secretary of Health shall promulgate the rules needed to govern the delegation of responsibilities and authority conferred thereto under §§ 74a—74u of this title. The regulations to be adopted by the Secretary shall include, but without being limited to, the standards, criteria, requirements and procedures which promote and expedite the rendering of quality health services in an efficient, effective, integrated and continuous manner and that assure the attainment of these objectives through the coordination of those primary health centers with the health services of secondary and tertiary-level hospitals. This rule shall be promulgated and established within one hundred and eighty (180) days counting from the date on which this act becomes effective.
