§ 74q. Municipal health, treatment and diagnosis centers—Community Consulting Board; functions

The Board shall have the responsibility of seeing that a program is established and maintained for the evaluation of the health services that are rendered in accordance with the contract signed between the Secretary of Health and the municipality, in order to guarantee quality health services to all the population and the compliance of the obligations contracted.

The basic standards and procedures for the evaluation of the quality of the services shall be established by the Secretary of Health in consultation with the municipal governments and the Board.

The Board shall also have the responsibility of evaluating and making recommendations regarding the policy on the rendering of health services in the pertinent facilities and on the development and capital improvements plan, in order to ensure that it responds to the best interests of the community.

The Board will also have the responsibility of advising the municipal governments and the Directors of the facility on the process of execution and compliance of the terms and conditions agreed in the contract and of the goals established in the work plan and budget.
