Any municipality that signs a contract for the administration and operation of health facilities pursuant to the provisions of §§ 74a—74u of this title shall designate a Community Consulting Board which shall have the functions specified hereinafter. The Board shall be constituted no later than one hundred and eighty (180) days after having signed the first agreement.
