The Police Superintendent shall establish by regulation the organization and norms for the operation of said division. In relation to the utilization of Police veterans who voluntarily may wish to serve as auxilliaries of the Police of Puerto Rico, these norms may establish the use of special badges, the giving of weapons and the granting of the license to carry them.
