§ 3142. Mediation workshops

(a) It is hereby provided that a mediation workshop shall be included among the courses and training received by candidates who enroll in the University College of Criminal Justice to become members of the police, to be offered to one agent per shift, so that future police officers may have the necessary skills to orient people in applicable circumstances.

(b) The Chancellor of the University College of Criminal Justice shall adopt regulations to establish, among other things, the rules and norms for the effective implementation of this section. Such regulations shall be adopted in accordance with §§ 2101 et seq. of Title 3, known as the “Uniform Administrative Procedure Act of the Commonwealth of Puerto Rico”, and be filed immediately after its approval.

(c) The Police Superintendent, in coordination with the University College of Criminal Justice, shall devise a plan to allow active officers of the Puerto Rico Police Department to receive mediation retraining and education. It is hereby provided that all members of the Police Force shall be retrained within one and a half year after the approval of this act.
