P.R. Laws tit. 25, § 2804
(a) Sections 2301, 2302, 2351—2358, 2401, 2504, 2506, 2602, 2651, 2751—2788, 2802, 2804 and 2805 of this title shall be carefully explained to every enlisted member at the time of his enlistment into a unit or when transferred or called to active duty from any unit of the military forces; or within thirty (30) days thereafter. Any breach of this provision by the commanding officer of the enlisted member shall be subject to administrative punishment under § 2401 of this title.
(b) The above-mentioned sections shall be also explained annually to the personnel of each unit of the military forces.
(c) The complete text of this Code and of the regulations prescribed thereunder shall be made available to any member of the Military Forces of Puerto Rico upon his request, for his personal examination.
