No person shall be commissioned or enlisted in the State Guard if he is not a citizen of the United States or if he has been dishonorably discharged from any organization of the Military Forces of Puerto Rico or of the Armed Forces of the United States or of the Armed Forces of any other state, territory or possession of the United States.
