In any civil action instituted by the Commonwealth of Puerto Rico [under this chapter], the Secretary of Justice may make evident through a motion that, in his opinion, the case is one of great public interest. A copy of the motion shall be sent immediately to the Administrative Judge of the Court who shall immediately designate the judge who shall handle the matter. The judge so designated shall give priority to the hearing, receive the evidence, hand down the pertinent decision and issue the orders he deems convenient.
