The Accident-Prevention Council shall have power to promote the protection of human life in industry and in places for recreation and sports, buildings devoted to public shows, public streets, and apartment buildings, and homes of Puerto Rico, and for such purposes it shall act in accordance with the following provisions:
(a) It shall establish its office in the Office of the Commissioner of Insurance in order to develop its work and to furnish information to all interested persons.
(b) It shall stimulate and promote throughout the Commonwealth of Puerto Rico the organization of boards or committees among such persons as may be concerned with the matter in the various towns of the Commonwealth.
(c) It shall hold annual conventions or assemblies in such places as the Council may determine, to which shall be invited all persons, firms, corporations, etc., concerned with the prevention of accidents and the protection of life, so as to hold discussions of the vital problems involved and thus afford the opportunity for a careful examination of the statistics regarding accidents and other activities carried out, and it shall publish and widely distribute the resolutions of the conventions and assemblies.
(d) It shall award medals, prizes, and trophies for acts of heroism in the saving of human life and the prevention of accidents.
(e) It shall stimulate the normal use of safety appliances and practices, lending thereto its assistance and experience.
(f) In general, it shall initiate, stimulate, and cooperate with all civic and financial agencies and organizations as well as with governmental bodies for the preservation of human life and the prevention of accidents in places for recreation and sports, in industries, in buildings devoted to exhibitions or public shows, in public streets, in apartment buildings and homes of Puerto Rico.
(g) It shall advise the Governor on legislative bills related to the prevention of accidents, and shall advise the officials responsible for the security and accident-prevention programs on measures to improve the effectuation of said programs.
(h) It shall study and propose to the pertinent authorities a plan to coordinate the accident-prevention programs carried out by the various Government agencies.
