Any explosive or substance that may be used to manufacture explosives and any blasting or detonating caps that may be manufactured, used, possessed, stored, transported, sold or in any manner transferred in Puerto Rico in violation of the provisions of this chapter or its regulations shall be seized and confiscated by the Superintendent.
Any person affected by the seizure or confiscation may petition for reconsideration and review of the decision of the Superintendent following the proceeding established in § 583 of this title.
The Superintendent shall dispose of the substance seized or confiscated, as provided by regulations, in such a manner as not to constitute a danger or threat to the public safety.
