The superintendent shall administer the provisions of this chapter and shall promulgate the rules and regulations as may be necessary to execute its provisions, including such regulations as may be necessary to safeguard the public safety and to prevent that substances governed by this chapter be used for purposes other than those authorized.
In the use of his discretion, the Superintendent, by regulations, may exempt from the provisions of this chapter or the regulations thereof, any sector of the industry or commerce, when compliance of such provisions by said sector of the industry or commerce is unnecessary to attain the purposes of this chapter.
