The Superintendent shall, upon taking into consideration the purposes of this chapter, regulate everything relative to the transportation of explosives and substances that may be used to manufacture explosives and blasting and detonating caps. The Superintendent may exempt common carriers duly authorized to transport explosives or substances that may be used to manufacture explosives to comply with the provisions of §§ 570 and 571 of this title.
