Except while being transported or blasted or while in the custody of a common carrier awaiting shipment or delivery to a consignee, as provided by regulations, every explosive shall be stored in magazines in accordance with this chapter and its regulations. The Superintendent shall regulate everything relative to the storage of the substances that may be used to manufacture explosives.
