P.R. Laws tit. 25, § 331bb
(a) Creation.— The “Raúl Gándara Medal” is hereby created, to be awarded annually, on the date of birth of Mr. Raúl Gándara, to that member of the Firefighter Corps of Puerto Rico who has excelled in his/her achievements and devotion to public service.
(b) Presentation.— The award shall be presented by the Governor of Puerto Rico or by the official he designates for such purposes.
(c) Special Committee; bylaws.— A Special Committee is hereby created, which shall have the task of evaluating candidates and selecting the winner of the award. This Committee shall be constituted by the following members: the Chief of the Firefighter Corps of Puerto Rico, the regional Chiefs of the Firefighter Corps, and three representatives of the firefighters. The Committee shall approve bylaws for their operation. Decisions shall be made by a majority of votes.
