In order to assure the continuity of the effective operation of the Government of Puerto Rico in case of an emergency arising as a consequence of an attack of large proportions to the Commonwealth of Puerto Rico, and to provide the necessary means for the resumption of government functions temporarily suspended as a result of said attack, it is hereby declared necessary to establish a line of succession for the departments and agencies of the Executive Branch of the Government of Puerto Rico and the public corporations.
