P.R. Laws tit. 20, § 2865
The Board may deny a license to a candidate for any of the following reasons:
(a) Trying to obtain a license by fraud or deceit.
(b) Does not meet the requirements established in § 2860 of this title.
(c) Has been declared mentally disabled by a court of competent jurisdiction.
(d) Is addicted to drugs or is a habitual drunkard.
(e) For being unable to prove his/her good reputation through the presentation of a negative penal history certificate issued by the Police Department of Puerto Rico, and any other credential established by the Board through regulations.
(f) Has been convicted of a felony or misdemeanor entailing moral turpitude; Provided, That the Board may deny a license under this subsection when it can prove that the offense committed is substantially related to the qualifications, functions and duties of the profession regulated by this chapter.
(g) Has been convicted of illegally practicing any profession in Puerto Rico.
