The Board shall hold meetings at least twice a year for the consideration and resolution of its affairs, but may meet as many times as needed for the prompt transaction of its affairs and duties.
Four (4) members of the Board shall constitute a quorum. Any agreement of the Board shall be taken with the affirmative vote of at least four (4) of its members.
The Executive Director of the Board on Environmental Quality shall call the members of the Board to the first meeting, at which the Chairman shall be elected.
