The Board shall issue a license to any person who presents satisfactory evidence of his having been duly authorized to practice the profession of rehabilitation counselor before any board of a state, possession or territory of the United States where the candidate to practice said profession is required to meet qualifications equal or similar to those prescribed in this chapter, and which permits the reciprocal registration of, and the practice of the profession without examination by rehabilitation counselors duly authorized by the Board to practice said profession in Puerto Rico.
